You can not change your subscription type if your Clio Account is in "Payment Error" or "Suspended". In this case, contact Clio Support at 1 888 858 2546.
Yes, you can change your subscription type. If you are on an Annual Subscription and change to a Monthly Subscription the Account will not switch to a Monthly Subscription until your renewal date.
If you are on a Monthly Subscription and switch to an Annual Subscription the card on the Account will be charged for the entire year after the Subscription change has occurred.
