If you would like this feature, you will want to contact Vonage to submit a feature request as Vonage is a third party application and as such Clio is unable to change its capabilities.
Answer:
Vonage is able to create time entries with the default rate of different users, but not for the custom rates of Matters or Contacts. If you have a custom rate on a given Matter or Contact, you will need to edit the time entries rates after the time entries have been added.
