If the User is likely to be an Originating Attorney, then adding them to the account makes it easier to keep that clear on matters. Also, for scheduling purposes, if they want to assign appointments on their own calendar and add the other User they both have to be Clio Grow Users.

No, however, every User who needs access to Clio Grow will need their own individual access. If they don’t need access, they won't need a sign in. You are unable to share an Account with another User.
For example: If there are forms that need to be signed by another firm User other than the Clio Grow User, they would also need a Clio Grow Account. The Clio Grow Account cannot be used by anyone other than the Account User.
